There are a couple "sticky" posts in the top of the Presale message board that explain how it works.
Just to warn you, 3rd row will probably not be available. There are 3 different Ticketmaster options covering rows 2-10 in the early venues, and it's implied that this will continue through the US leg of the tour at least.
In order of when they started advertising them:
Option 1: Ticket auction. Tickets in lots of 2 go to the highest bidder by row.
2: Hot Seats. There are actually 2 of these packages, 1 for top price ($225) seats and one for mid range ($90) seats. Guaranteed "premium" seats within the section and you get a souvenir of some sort. Price is roughly double face value I believe.
3: Travel packages. Guaranteed rows 2-10, luxury hotel accomodations, ground transportation to the show, a souvenier again, also a welcome reception and some sort of tour person, sounds like either a travel agent or a concierge of some sort. These are hella expensive. Canadian prices were $1400 something for double occupancy and $1600 something for singles.
All this is in detail on the TPT website and/or Ticketmaster, you just have to dig a little bit to find it.
