I don't really see grounds to criticize the site myself. After all, it just recently went through a pretty major (and impressive) overhaul in design with quite a bit of new content.
And I give the guy(s?) in charge big kudos for getting all of Andy's book tour and tv appearances last year up in a timely fashion so fans could actually make plans and be there, instead of learning about them after the fact. That's a factor not just of the organizer being on the ball but Andy and his PR people valuing the tool of the website for promotions and building fan relationships.
Running an official website for someone is tricky business. It can be rewarding, it can be time consuming, and it can be frustrating. A lot depends on the person in question and their PR people, as I mentioned. I run one actor's official site, and some months I get lots of material sent to me from him or from press release people, and other times I can go six months and not hear a thing, and have to be reliant on other fans and Google search to keep up with what might be happening.
You can only do your best and I can't say I've seen Andy's site's webmaster slacking off as far as not getting critical info up in a timely fashion.
