Ian is credited on the single as the composer of "Nothing Achieving" with Stewart, it's true, but no idea if it was for the lyrics or the music...

According to Henry's book, he most certainly did play the guitar on the recording of Fall Out...

At the time, he was on a month's probation for a minor traffice offence (details in book). Here is a translated excerpt:

I found the KCRW bit, and Stewart says about "Fall Out":

“In fact I got to play guitar on it, too, because Henry was so nervous in the studio -- and I contributed to this -- because I wanted to play the guitar. I’m a frustrated guitarist, ok?”

So you're right, CatherineS -- SC says he played guitar on it, but he doesn't say he did so exclusively.
