Unknown "Can't Stand Losing You" lip-sync video c.1978?

I was watching "The Other Side of the Tracks" interview with Paul Gambaccini from November 1983, and about mid-way through I noticed a video I've never seen before:

A lip-sync to "Can't Stand Losing You." It looks to be around roughly the same time frame as the Old Grey Whistle Test video from October '78 - does anybody have any more info on this?

My guess is a show like Kenny Everett where it was more prudent to lip sync rather than play live. All I know is I'd never seen that before! Cool find...
